XBRL data create application provided by Financial Services Agency improperly restricts XML external entity references (XXE) (CWE-611).

Taku Toyama of NEC Corporation reported this vulnerability to IPA.
JPCERT/CC coordinated with the developer under Information Security Early Warning Partnership.
